Sustainable Hospitals. Strong Communities. A Healthier Rural Illinois. Better Together.
Across rural Illinois, hospitals are more than places where people receive care — they are lifelines for their communities. They deliver babies, respond to emergencies, care for neighbors through life’s hardest moments, and serve as major employers and economic anchors.
When a rural hospital is strong, it means access to care for families, jobs for local residents, and economic stability for the community. And when those hospitals succeed, the entire rural ecosystem in Illinois stronger.
That’s where ICAHN comes in.
The Illinois Critical Access Hospital Network (ICAHN) is a statewide, member-driven organization dedicated to strengthening rural healthcare. Founded in 2003 by a group of Illinois hospital leaders who believed collaboration would make rural hospitals stronger.
By connecting rural hospitals across the state, ICAHN works at the intersection of hospital leadership, healthcare policy, and community impact, ensuring rural hospitals have the tools, resources, and voice needed to remain strong, sustainable, and positioned to meet the evolving healthcare needs of their communities.

Message from ICAHN Executive Director Tracy Warner
Rural healthcare is at a defining moment. Across Illinois, rural hospitals are navigating significant change while continuing to provide essential care to the communities they serve. The ability to adapt, innovate, and transform care delivery will shape the future of healthcare across rural Illinois.
ICAHN was created to help rural hospitals meet moments like this. By connecting leaders, sharing expertise, and advocating for policies that support rural healthcare, ICAHN strengthens the ability of hospitals to respond to change while continuing to serve as vital community anchors.
Today, ICAHN is helping advance the transformation of rural healthcare in Illinois. Through initiatives such as the Rural Health Transformation Program and expanded collaboration among member hospitals, ICAHN is supporting new approaches to care, strengthening leadership networks, and helping hospitals navigate the complex operational, financial, and workforce challenges facing rural healthcare.
Looking ahead, ICAHN’s strategic plan builds on this momentum—expanding services that support hospital sustainability, deepening collaboration among rural healthcare leaders, and ensuring the voice of rural hospitals is represented in critical policy conversations at both the state and national levels.
The vision guiding this work is clear: strong rural hospitals at the heart of thriving Illinois communities — connective, innovative, and financially sustainable for generations to come. ICAHN is proud to work alongside its member hospitals as they transform care for their communities.
Together, the path forward is clear:
