Tracy Warner Executive Director
Tracy Warner is the Executive Director of ICAHN, a network of 60 rural hospitals committed to preserving access to healthcare in rural Illinois communities. With over 30 years of experience in healthcare leadership and governance, Tracy brings a deep understanding of organizational sustainability gained from directly supporting rural hospital leadership teams and governing boards in a variety of areas including advocacy, reimbursement, regulatory compliance, and strategic guidance.
She is also the founder and CEO of Board Business LLC, a consulting firm specializing in rural hospital board governance. Tracy is passionate about fostering resilience in rural healthcare through strong leadership and strategic decision-making.
What do you love about rural healthcare?
I love rural health because it represents everything that matters most in healthcare — community, resilience, and impact. With more than 30 years devoted to supporting rural hospitals, I’ve seen how deeply these institutions are woven into the fabric of their towns — not only as providers of care, but as anchors of the local economy, employers, and symbols of hope.
I’ve watched rural healthcare teams face enormous challenges with a tenacity and heart that inspire me daily. Their commitment to serving neighbors, friends, and family in the face of limited resources is nothing short of extraordinary.
Through my work with ICAHN, I’ve had the privilege to witness the tangible difference we make — whether it's improving patient care, expanding access, or simply making it a little easier for a rural hospital to keep its doors open. That sense of purpose, that connection to real lives and outcomes, is why I love this work — and why I’ll always fight for rural healthcare.
